Construction careers and prospects are growing in Macau as an excellent opportunity has arisen for a highly capable, self sufficient Commercial Director to join a leading international cost management practice to provide cost and commercial management support to a major integrated resort developer in Macau.

Project Details

High value, high grade integrated resort development in Macau, providing cost and commercial management support with a team to the client. Based in Hong Kong during 2022 and in Macau during construction and delivery 2023-2025.

Responsibilities and Duties

• Team Related
  1. Ensure provision of services adheres to client's Consultancy Agreement and to Client’s satisfaction.
  2. Provide sound financial management, Fee vs Cost and Resource
  3. Advise Client of additional services and secure appropriate fees.
  4. Brief, direct and supervise our project personnel under his or her direct control.
• Project Related
  1. Day to Day responsibility for provision of cost management and QS advice and services to Client.
  2. The scope of services under the client's Consultancy Agreement encompass the traditional cost management scope including:
     1. Pre-Contract
• Estimating & cost planning.
  • Procurement and contractual strategy advice.
  • Cash flow forecasting.
  • Establish benchmarks for the project.
  • Value management and cost review and assessment of design options.
    1. Contract Tender, Negotiation & Award
    2. Post-Contract
  • Review and analyze developing design documentation.
  • Estimating the cost of Client Instructions.
  • Financial assessment of proposed changes by Employer and or Design Consultants.
  • Issue of monthly financial forecast reports.
  • Assessment of Main Contractors interim monthly payment applications.
  • Review and monitoring of contractor’s insurances, bonds. 
  • Assessment and agreement of Main Contractor claims.
  • Monitoring of Main Contractor’s Cash flow.
  • Agreement of all Final Accounts.
  • Adoption of specialist project software provided by Client.

Desired Skills and Experience

• A must:
  1. 15+ years post qualification experience in professional QS firm or a healthy mix of client and contractor experience.
  2. Fully experienced in the provision of core QS services from feasibility and concept through to finalization of accounts and DLP admin.
  3. Experienced in the implementation and administration of bespoke construction contract utilizing Guaranteed Maximum Price or target Cost strategy.
• Preferred
  1. Significant project experience in the hospitality and hotel sector.
  2. Project experience in the event centre and arena sector.
  3. Hong Kong and Macau experience.
• Optional
  1. Post qualification experience in large contracting firm.

Qualifications/Educational Requirements

• Degree in Quantity Surveying or related disciplines.
• Member of HKIS or RICS
