Construction Programme Manager job to have responsibility for the installation and restoration /renewal of the Baggage Handling systems infrastructure at the Toronto airport. You will have project management and programme management responsibility for the installation, renovation and renewal of a number of major baggage handling programmes at Toronto Airport.

Project Details

As the Construction Programme Manager with responsibility for Baggage Handling systems infrastructure at the airport, you will have responsibility for the installation, renovation and renewal of a number of major baggage handling programmes at Toronto Airport.

Projects include a $500m+ multi year programme and a $150m+ programme over 4-5 years that involve installing, upgrading, restoring and improving baggage handling equipment and systems in a live airport environment.

Responsibilities and Duties

The key responsibility of the Baggage Handling Construction Programme Manager will be to manage the process and the internal airport stakeholders before, during and after the installation and commissioning of new and refurbished baggage handling systems and equipment. This will include:

  • Deploying very strong project management and programme management skills to ensure project delivery of all baggage systems installation and renovation works
  • Managing contracts
  • The negotiation and renegotiation of contracts
  • Monitoring, reporting and compliance work on projects
  • Project performance monitoring to ensure scope, scale and budgets are all within scope
  • Able to understand the technology to be installed and the implications for the running of the airport and the effects on airport users and stakeholders
  • Able to mitigate disruption and to communicate plans and consequences to other airport stakeholders
  • Able to work collaboratively and to understand the needs and suggestions of other airport stakeholders
  • Develop and implement design and construction procurement strategies to effectively deliver capital Baggage Systems projects
  • Act as the owner’s representative and work on behalf of the airport to ensure that the airport’s capital Baggage System projects are delivered according to plans
  • Anticipate, investigate and resolve all relevant design and construction issues (including claims, where applicable)
  • Ensure appropriate and efficient allocation of projects to project managers to support successful project delivery
  • Maintain consistent communication with the senior management team as well as other key partner on project status (scope, schedule, and budget) and planning matters
  • Collaborate with authorities to ensure full compliance with all engineering and statutory requirements during all phases of the projects to ensure that projects are constructed in compliance with governing codes and regulations
  • Demonstrate and maintain customer focused approach
  • Establish third party supplier relationships and agreements to supplement and support internal resources or projects/programs.
  • Build and lead a team of internal professionals including outside contractors, engineers and specialists; coordinate all efforts of this group
  • Lead, plan, direct and coordinate the design and construction of capital Baggage System projects at the airport using the appropriate retained consultants and internal resources
  • Build results orientated project delivery
  • Develop strong partnerships with internal and external partners and the capacity to align and influence partners to achieve project goals in terms of functional requirements, cost requirements and schedule requirements
  • Implement the Facility Infrastructure Plan as it pertains to capital Baggage System projects
  • Exercise sound judgment in resolving issues through dialogue and discussion, ensuring corrective action is taken to achieve project goals while mitigating claims
  • Lead project delivery procurement consistent with internal policies and procedures, business requirements and applicable laws and regulations
  • Develop and implement sound methods and practices to ensure project delivery goals are achieved
  • Ensure that project delivery of capital restoration projects are coordinated with redevelopment and new facilities projects and project delivery business practices for procurement, project reporting, project administration are aligned and consistent
  • Establish and maintain effective working relationships with all business units, our customers and external agencies on matters relating to capital Baggage System projects the airport

Desired Skills and Experience

The Construction Programme Manager Baggage Handling job is a management job requiring:

  • At least 5 years of people management experience in a comparable role
  • Around 15 years experience of working in a relevant / related role

Baggage handling installation / renovation / restoration experience is highly desirable, however experience of working to install and maintain manufacturing systems, industrial systems, cargo handling or conveyance systems would also be relevant.  In addition to having this type of project experience, suitable candidates must also have had experience being responsible for project management and programme management of complex work of a comparable nature.  In particular this must include:

  • Able to deploy very strong project management and programme management skills to ensure project delivery
  • Experienced in managing contracts
  • Experienced in the negotiation and renegotiation of contracts
  • Experienced in monitoring, reporting and compliance work on projects
  • Experienced in project performance monitoring to ensure scope, scale and budgets are all within scope
  • Experienced in working collaboratively and to understand the needs and suggestions of other stakeholders
  • Experience in dealing with design and construction issues (including claims, where applicable)

  •    Experienced with Microsoft Office Suite products including Excel, Word, PowerPoint and Project

Qualifications/Educational Requirements

  • A post-secondary degree or diploma in Architecture, Engineering, Project Management or similar is expected.
  • Other professional qualifications or accreditations within the construction or manufacturing systems sector are desirable
  • Able to obtain and retain Transportation Security Clearance at the designated level for the position
