This Quality Manager job in Vancouver, British Columbia, is based on a major civil engineering highway project involving large-scale infrastructure works. The project includes highway construction, bridge and structural elements, and associated civil engineering works delivered under a design-build contract.
Responsibilities and Duties
As the Quality Manager for this major highway project in Vancouver, you will take ownership of quality assurance and quality control across all construction activities. You will act as the key interface between stakeholders and ensure that all work meets required standards and specifications; in detail:
- Act as the primary quality interface between the Owner, Engineer, and Contractor on a major highway interchange project
- Implement, manage, and enforce the Project Quality Management Plan (QMP)
- Audit site and field activities to ensure compliance with specifications, drawings, and hold/witness points
- Review and validate inspection and testing results, NCRs (non-conformance reports), and corrective actions
- Support the Commercial Manager with NCE (non-conformance event tracking) and reporting
- Lead the review and acceptance of material submittals, shop drawings, and Inspection Test Plans (ITPs)
- Ensure accurate tracking and management of RFIs, NCRs, deficiencies, and quality documentation systems
- Maintain complete, accurate, and audit-ready quality records for the project lifecycle
- Lead deficiency and punch list development through to closeout
- Ensure all documentation and certifications are complete for substantial completion and final acceptance
- Support resolution of quality issues during the warranty phase
Desired Skills and Experience
This Quality Manager role in Vancouver is ideal for candidates with strong experience in highways, infrastructure, or civil engineering who are confident in managing QA/QC systems on major highway construction projects.
- 7–10+ years’ experience in civil engineering or infrastructure construction, particularly and preferably on highways or bridge projects
- Proven experience as a Quality Manager, QA Manager, or QA/QC role on major construction or infrastructure projects
- Strong knowledge of quality assurance and quality control processes within highways and civil engineering
- Experience working on design-build projects or complex infrastructure contracts
- In-depth understanding of CSA, ASTM, and MOTT specifications (Canadian Standards Association, American Society for Testing and Materials and the Ministry of Transportation and Transit in British Columbia), therefore suitable candidates will need relevant experience in Vancouver or BC or have related experience that can be easily transferred across and finessed
- Strong knowledge of inspection and testing procedures for civil works
- Experience implementing or managing ISO 9001 or similar quality systems
- Background in bridge works, highway construction, or public-sector infrastructure projects
- Excellent stakeholder communication skills across contractor, consultant, and client teams
Qualifications/Educational Requirements
- A degree in Civil Engineering, Construction Management, or a related discipline is preferred
- Professional Engineer (PEng) status or equivalent is desirable
- ISO 9001 Lead Auditor or similar quality management certification is advantageous
