Experienced Risk and Project Controls Manager job to work on major long term Canadian rail project in Toronto. Construction Risk Management experience essential.

Project Details

The Canadian GO Expansion On-Corridor Works (or OnCorr), in Ontario comprises over 200 connected construction projects estimated to be of at least $16 Billion (around GBP£9 Billion) in value. The development phase started in 2022, and design is mostly completed.

Early works are starting alongside the development of the detailed civil engineering, station, signalling and overhead electrification systems, schedules and packages of work.  Contractors are expected to be awarded work in 2025.

Now is the perfect time for construction, civil engineering and rail Project Directors, Risk Managers, Project Managers and Project Controls professionals, and related specialist engineering and construction professionals to join the project to work with both the client team or the multiple consortia intending to bid, win and deliver this exciting work that is likely run until around 2032.

Responsibilities and Duties

  • Contribute to the development of the Risk Breakdown Structure aligned with project WBS and CBS 
  • Provide technical support to the management of project risk through the facilitation of regular risk reviews at both the project and program level 
  • Maintain risk registers at the project and program level 
  • Support the performance of Quantitative Cost and Schedule Risk Analysis using Risk Management software (e.g. Oracle Primavera Risk Analysis, Acumen Risk, etc.) and the interpretation of analysis results (e.g. Distribution S Curve Graph, Sensitivity Analysis Tornado Chart, etc.) 
  • Coordinate the preparation of detailed project and program risk reports including P50 and P80 cost and schedule risk exposures  
  • Follow up with risk owners to ensure mitigation actions are on track 
  • Participate in the review of contractor progress reports and identifying the risks impacting project cost and schedule and reflect them in the risk register, while working closely with team and stakeholders 
  • Consult with scheduling team to prepare high-level schedules / assess detailed schedules to be used for quantitative schedule risk analysis
  • Monitor project contingency utilization and alignment with cost risk exposures  
  • Evaluate risk mitigation effectiveness by consulting with clients, project staff, and senior management 
  • Assist in preparing procedures, training materials, and work instructions relating to the principle of risk and opportunity management 

Desired Skills and Experience

Suitable experience for candidates for this Risk Management and related Project Controls job duties will have:

  • A minimum of 3 years of experience in dedicated Risk Management ideally from working on a major project
  • Be proficient in the use of Risk Management software, such as Active Risk Manager (ARM), Oracle Primavera Risk Analyzer (OPRA), Acumen Risk, or comparable dedicated software 
  • Be competent in the use of Primavera P6, Acumen Fuse and MS Project 
  • Be able to arrange priorities and escalate competing risks to meet deadlines 
  • Possess demonstrable problem-solving abilities 
  • Be able to demonstrate strong people skills and the confidence to engage with a variety of internal and external stakeholders 

Qualifications/Educational Requirements

  • Bachelor’s degree in a relevant field 
  • In possession of or in or in the process of achieving a recognized Risk Management certification such as Risk Management Professional (RMP)
