Project Details

The successful Senior Consultant – Delay Analysis will join a specialist construction disputes team in Singapore, working alongside experienced delay analysts, consultants and expert witnesses.

The role is expected to involve major building, infrastructure, transport, energy and engineering projects throughout Singapore and the wider Asia-Pacific region.

Assignments may include complex extension of time claims, disruption assessments, construction programme analysis, arbitration proceedings and other formal dispute resolution matters. The successful candidate will help clients understand the causes and consequences of project delay and prepare clear, evidence-based positions for the resolution of construction disputes.

Responsibilities and Duties

As a Senior Consultant – Delay Analysis, you will support senior consultants and delay experts in the investigation, preparation and resolution of complex construction delay and disruption matters.

You will analyse construction programmes, project records and contractual information to identify critical delay events and provide robust advice to clients and legal teams.

Responsibilities will include:

• Working with senior delay experts and the wider Singapore construction disputes team on arbitration, litigation and alternative dispute resolution matters
• Carrying out detailed forensic delay analysis using recognised industry methodologies, including Time Impact Analysis where appropriate
• Reviewing baseline programmes, updated schedules, progress reports, correspondence, meeting records and contemporaneous project documentation
• Identifying critical and near-critical delay events and assessing their effect on project completion
• Preparing and assessing extension of time claims, disruption claims and programme-related submissions
• Evaluating issues relating to concurrency, causation, critical path, mitigation and responsibility for delay
• Supporting expert witnesses with the preparation of expert reports, rebuttal reports, presentations and joint statements
• Drafting clear, accurate and well-reasoned written reports concerning delay, disruption and programme matters
• Preparing chronology documents, delay event schedules, programme comparisons and supporting technical exhibits
• Assisting with the preparation of evidence for arbitration, litigation, adjudication and other dispute resolution proceedings
• Providing planning, project controls, contract administration and dispute avoidance advice to clients
• Developing appropriate claims and dispute strategies in collaboration with senior colleagues, clients and legal advisers
• Managing assigned workstreams and delivering high-quality analysis within agreed deadlines
• Supporting the continued development of the construction claims and delay analysis practice in Singapore and the wider Asia region

Desired Skills and Experience

The employer is seeking a commercially aware and analytically strong construction professional with relevant experience in planning, project controls, delay analysis or construction claims.

Suitable candidates should demonstrate:

• Approximately five or more years of relevant construction industry experience
• Previous professional experience gained in Singapore and a good understanding of the local construction market
• Experience in construction planning, project controls, engineering, construction management, delay analysis or claims consulting
• Strong knowledge of construction programmes, critical path analysis and project progress assessment
• Experience preparing or assessing extension of time claims and delay-related contractual submissions
• The ability to review large volumes of project documentation and identify relevant facts, events and programme impacts
• A sound understanding of the technical, contractual and commercial issues affecting construction and engineering projects
• Strong analytical, investigative and problem-solving skills
• Excellent attention to detail and the ability to produce accurate, evidence-based work
• Strong written and spoken English, with the ability to explain complex technical matters clearly
• The ability to draft professional reports, submissions and client-facing documents
• Confidence working independently while contributing effectively within a multidisciplinary team
• Strong organisational and time-management skills, including the ability to manage competing deadlines
• Proficiency in Microsoft Word, Excel and PowerPoint
• Practical experience using planning software such as Primavera P6, Primavera P3, Microsoft Project, SureTrak or similar applications
• Previous exposure to arbitration, litigation, expert witness work or formal construction dispute resolution would be highly advantageous.

Qualifications/Educational Requirements

• A bachelor’s degree in Civil Engineering, Construction Management, Project Management, Quantity Surveying or another relevant construction discipline is essential
• A relevant master’s degree would be advantageous
• A postgraduate qualification in construction law, such as an LLM, would be highly desirable
• Professional membership of an appropriate organisation, such as MICE, CIOB, RICS or an equivalent professional body, is preferred but not essential
• Candidates working towards chartered professional status may also be considered
