If you are interested to explore construction jobs abroad, then our client, a highly regarded blue chip global rail business, is seeking to identify and appoint a heavy hitting Senior Programme and Portfolio Manager with a planning background to join their 2nd Line of Defence team to manage program assurance across the business units of this global rail organisation. 

Project Details

You will be based in the client's HQ in Fotan, Shatin Hong Kong, working with their stakeholders to create sustainable transport solutions for the community, and they care for their staff and provide a great place to work. 

Responsibilities and Duties

Reporting to the Head of Programming and Portfolio Management within the 2 LOD Assurance team, you will:

  • Support the establishment of enterprise-wide assurance and compliance framework and processes to ensure programme, project planning and scheduling activities are technically adequate and reliable, and critical asset and resource utilisation is also optimised
  • Manage the reviews on programme and project planning and scheduling activities, documentation, project plans and workflow processes for the designated Business Units as well as make appropriate recommendations to senior management in the management of programme risks
  • Act as an independent auditor to conduct governance audits, reviews and investigations to identify, assess, analyse, manage critical risks and opportunities in programme, project planning and scheduling activities, critical asset and resource utilisation
  • Develop processes and tools to objectively analyse and assess internal and external projects and programme schedules, works, critical corporate asset as well as interfaces and interdependencies according to best practices as well as client's requirements
  • Implement and maintain a professional network of leading programme and project planners for sharing of best practice, benchmarking, innovative use of advanced technology and data analytics in the field of portfolio, programme, and project management

Desired Skills and Experience

  • A minimum of 12 years’ relevant experience, preferably in project management, programme planning, railway or property development, of which 4 years should be at managerial level
  • Proven track record in delivering mega projects with high complexity and interaction with different stakeholders including senior management and government officials 
  • Experience in using industry recognised projects, programme and or portfolio management software such as Primavera, ARES PRISM, EcoSys, PENTA, EPCPROMAN
  • Strong stakeholder management and leadership skills as well as proven communication and report writing skills

Qualifications/Educational Requirements

  • Degree in engineering, engineering management, project management or a related discipline
  • Possession of professional qualification such as NEC4 Engineering and Construction Contract (ECC) Project Manager Accreditation, Certified Project Director/ Manager, Master Project Manager, PRINCE2, or other relevant qualification is preferred
