This site-based role offers a salary of up to HK$175,000 per month and requires strong NEC Option C, collaborative contracting and quantity surveying experience.

Project Details

The successful Commercial Manager will be based on site in Yuen Long, Hong Kong, working on a fast-paced, multi-billion Hong Kong dollar rail infrastructure project.

This major rail construction project will require close collaboration between the client, contractors, consultants and other project stakeholders. The Commercial Manager will play a leading role in protecting the project’s commercial position while supporting collaborative delivery under an NEC Option C form of contract.

The project environment will be demanding and time-sensitive. Candidates must therefore be comfortable making sound commercial decisions, managing competing priorities and leading a quantity surveying team under the pressure associated with a major infrastructure project.

Responsibilities and Duties

Reporting to the Divisional Commercial Manager, the Commercial Manager will lead a team of Quantity Surveyors and take responsibility for claims, contract administration and the wider commercial management of the Yuen Long rail project.

Key duties and responsibilities will include:

  • Supporting the Divisional Commercial Manager in developing and implementing the commercial strategy for the construction project
  • Leading and managing the project quantity surveying and commercial team
  • Developing and implementing project commercial procedures, controls and reporting systems
  • Providing contractual and commercial advice to the project management and delivery teams
  • Managing commercial matters arising under the NEC Option C contract
  • Promoting collaborative contracting principles and effective working relationships between project stakeholders
  • Managing and reviewing construction claims, compensation events and contractual notifications
  • Overseeing contract administration and ensuring compliance with contractual timescales and procedures
  • Supervising the commercial review of tenders, subcontract tenders and associated contractual documentation
  • Reviewing and approving subcontract procurement recommendations and commercial agreements
  • Supervising, approving and endorsing final accounts and claim submissions
  • Reviewing project forecasts, budgets, cost reports and cash-flow information
  • Monitoring project costs, commercial risks and potential liabilities
  • Identifying opportunities to improve commercial performance and protect project value
  • Supporting negotiations with clients, consultants, subcontractors and other stakeholders
  • Reporting accurately on the project’s commercial position to divisional management
  • Coaching, developing and motivating the team of Quantity Surveyors
  • Maintaining effective commercial controls within a demanding, fast-paced site environment

Desired Skills and Experience

Candidates should be established Commercial Managers with extensive quantity surveying and commercial management experience gained on major construction or civil engineering projects.

The strongest candidates will demonstrate:

  • At least 15 years of relevant quantity surveying and commercial management experience
  • A minimum of approximately three years’ experience in a supervisory or commercial team leadership position
  • A proven track record of independently leading and managing a team of Quantity Surveyors
  • Strong NEC Option C contract experience
  • Practical experience of collaborative contracting on major construction or infrastructure projects
  • Experience managing claims, compensation events, contract administration and commercial reporting
  • Major rail, civil engineering or infrastructure project experience
  • Experience working for a main contractor or major civil engineering contractor
  • Design and Build contract experience
  • Guaranteed Maximum Price contract experience would be advantageous
  • Strong knowledge of subcontract procurement, tender assessment and commercial negotiation
  • Experience preparing or reviewing project forecasts, budgets, cost reports and final accounts
  • The ability to work effectively under pressure on a fast-paced, high-value construction project
  • Strong commercial judgement and business acumen
  • Excellent leadership, communication and stakeholder-management skills
  • Strong negotiation, analytical and problem-solving abilities
  • The confidence to provide clear contractual and commercial advice to senior project personnel
  • Professional proficiency in written and spoken English
  • Cantonese and English bilingual capability is strongly desired
  • Written Chinese language capability would be advantageous

Qualifications/Educational Requirements

  • A degree in Quantity Surveying, Commercial Management or an equivalent construction-related discipline is required
  • Membership of the Hong Kong Institute of Surveyors, such as MHKIS, is strongly preferred
  • Membership of the Royal Institution of Chartered Surveyors, MRICS /MHKIS, is strongly preferred
  • Other relevant professional quantity surveying or commercial management qualifications may also be considered
