This position would suit a Singapore-based Planner, Planning Engineer or Project Controls professional looking to move into dedicated delay analysis, construction claims and disputes work.

The successful candidate will receive specialist training and work alongside experienced delay analysts and expert witnesses on major construction and engineering disputes across Singapore and the wider Asia-Pacific region.

Project Details

The successful Consultant – Delay Analysis will join an established construction disputes team in Singapore, working alongside experienced delay consultants, senior advisers and expert witnesses.

The role is expected to involve major building, infrastructure, transport, energy and engineering projects throughout Singapore and the wider Asia-Pacific region.

Assignments may include extension of time claims, disruption assessments, construction programme analysis, arbitration proceedings and other formal dispute resolution matters.

The successful candidate will use their planning and programming experience to investigate the causes and consequences of project delays. They will receive guidance and training in recognised forensic delay analysis methodologies and the preparation of evidence-based reports for construction claims and disputes.

Previous dedicated delay analysis or expert witness experience is not essential. However, candidates must demonstrate strong construction planning experience, an understanding of critical path analysis and a genuine interest in construction claims and disputes.

Responsibilities and Duties

As a Consultant – Delay Analysis, you will support senior delay consultants and expert witnesses with the investigation, preparation and resolution of construction delay and disruption matters.

You will analyse construction programmes, project records and contractual information to identify relevant delay events and assess their impact on project progress and completion.

Responsibilities will include:

• Working with senior delay consultants and the wider Singapore construction disputes team on arbitration, litigation and alternative dispute resolution matters

• Reviewing baseline programmes, updated schedules, progress reports, correspondence, meeting minutes and other contemporaneous project records

• Analysing planned and actual construction progress to identify critical and near-critical delay events

• Assisting with forensic delay analysis using recognised industry methodologies, including Time Impact Analysis where appropriate

• Supporting the preparation and assessment of extension of time claims, disruption claims and programme-related submissions

• Investigating matters involving critical path, causation, concurrency, mitigation and responsibility for delay

• Preparing project chronologies, delay event schedules, programme comparisons and technical exhibits

• Assisting expert witnesses with the preparation of expert reports, rebuttal reports, presentations and joint statements

• Drafting clear and accurate sections of reports concerning delay, disruption and construction programme matters

• Reviewing project documentation and identifying evidence relevant to individual delay events

• Assisting with the preparation of evidence for arbitration, litigation, adjudication and other dispute resolution proceedings

• Providing planning, project controls and dispute avoidance support to clients

• Working closely with clients, contractors, consultants and legal advisers under the guidance of senior colleagues

• Delivering accurate, high-quality analysis within agreed timescales

• Developing knowledge of construction contracts, delay methodologies and formal dispute resolution procedures

• Supporting the continued growth of the construction claims and delay analysis practice in Singapore and the wider Asia region

Desired Skills and Experience

The employer is seeking an analytically strong construction professional with experience in planning, programming, project controls or construction management who is interested in specialising in delay analysis and construction disputes.

Applicants must already have the unrestricted right to work in Singapore. This vacancy is open only to Singapore Citizens and Singapore Permanent Residents, as employment-pass sponsorship is not available.

Suitable candidates should demonstrate:

• Approximately three or more years of relevant construction industry experience

• Previous professional experience gained in Singapore and a good understanding of the local construction market

• Experience working as a Planner, Planning Engineer, Project Controls Engineer or in another programme-focused construction role

• Practical experience preparing, updating, monitoring or analysing construction programmes

• A good understanding of construction sequencing, progress measurement and critical path analysis

• Experience working on building, infrastructure, transport, energy or major engineering projects

• The ability to compare planned and actual progress and identify the causes of programme variance

• An understanding of the technical and commercial issues affecting construction projects

• Strong analytical, investigative and problem-solving skills

• Excellent attention to detail and the ability to produce accurate, evidence-based work

• The ability to review large volumes of project documentation and identify relevant facts and events

• Strong written and spoken English, with the ability to explain technical matters clearly

• Confidence working independently while contributing effectively within a multidisciplinary team

• Strong organisational and time-management skills, including the ability to manage competing deadlines

• Proficiency in Microsoft Word, Excel and PowerPoint

• Practical experience using planning software such as Primavera P6, Primavera P3, Microsoft Project, SureTrak or similar applications

• A genuine interest in developing a specialist career in delay analysis, construction claims and disputes

Previous experience preparing or assessing extension of time claims, delay-related contractual submissions or programme narratives would be advantageous but is not essential.

Exposure to arbitration, litigation, adjudication, expert witness work or formal construction dispute resolution would also be beneficial. Full-time dedicated disputes experience is not required, as training and support will be provided.

Qualifications/Educational Requirements

• A bachelor’s degree in Civil Engineering, Construction Management, Project Management, Quantity Surveying or another relevant construction discipline is essential

• A relevant master’s degree would be advantageous

• A postgraduate qualification in construction law, such as an MSc or LLM, would be highly desirable but is not essential

• Professional membership of an appropriate organisation, such as MICE, CIOB, RICS or an equivalent professional body, would be beneficial

• Candidates working towards chartered professional status may also be considered
