A major HK statutory organisation is looking for an energetic, forward thinking Facilities Manager Operations And Safety to join their team and manage the operations and safety of the Imported Labour Accommodation Facility in Yuen Long.

You will be based full time at the facility in Yuen Long.

Responsibilities and Duties

Reporting to the Deputy CEO, the incumbent will be responsible:

  • to assist the Deputy CEO of Operations in overseeing the construction industry Imported Labour Accommodation operations covering safety & security, landscape & facilities Management, cleaning services, traffic control, crisis management, resident liaison, and safety & security System Management to ensure the well-being of residents and maintain a conducive environment;
  • to supervise a team of internal operations staff and outsourced contractors for labour accommodation operations, safety and security management, landscapes & facilities maintenance, cleaning services, traffic control, and maintenance of safety and security systems;
  • to develop and implement comprehensive safety and security protocols, including emergency response plans, fire safety measures, and security procedures; and to manage the execution of access control, key systems, visitor, resident and contractor registration as well as all other security related systems;
  • to oversee landscape and facilities management, including the maintenance and upkeep of indoor & outdoor areas, landscaping, and common spaces; as well as to monitor facilities’ condition, schedule repairs and maintenance, and ensure timely completion of improvement work projects and maintenance tasks;
  • to Implement strategies for efficient traffic control within and surrounding areas of the Accommodation to ensure smooth and safe flow of vehicles and pedestrian. This includes developing traffic management plans, monitoring traffic patterns, implementing traffic calming measures such as effective route planning and signage system.
  • to develop and introduce standard operation procedures to relevant staff and services providers, and to ensure full compliance with the Accommodation SOP, its house rules, polices and regulations;
  • to conduct regular inspections to ensure adherence to safety and hygiene standards, as well as good maintenance of the equipment, landscape, facilities
  • to address and resolve resident complaints, concerns and inquiries promptly and professionally, and mitigate the risk of conflicts or disputes; And liaise with respective residents’ representative when conflicts amongst residents arise;
  • to ensure compliance with legal and regulatory requirements related to the operation of the Accommodation and provide regular reports on operational activities, progress, challenges and  achievements for the Management Board and other relevant stakeholders;
  • to coordinate and collaborate with other functional leads to develop and implement emergency response plans and procedures to address crises and unexpected events;
  • to collaborate with government agencies, district council, community leaders, neighbourhood, and relevant stakeholders to address concerns, facilitate communication and foster positive relationships by participating meetings and relevant working groups;

  • to foster a strong partnership with the Head of Accommodation Service and Management to ensure effective coordination and streamlined operations;
  • to carry out any other duties as assigned by the Chairman, CEO, Deputy CEO of Operations.

Desired Skills and Experience

  • Minimum of 10 years’ experience, preferably in operation and safety management or property management or other related disciplines, preferably in hospitality and tourism industry in a sizable organisation
  • Extensive knowledge and experience in operation and safety management covering safety & security, landscape & facilities Management, cleaning services, traffic control, crisis management;
  • Proven ability to design and implement efficient workflow systems, ensuring smooth operations and maximizing productivity across all function teams;
  • Strong sense of responsibility and commitment, effective communication skills in interacting with people at all levels, capability to interact with stakeholders, the Accommodation's  management, relevant boards, committees, taskforce members; residents’ representatives, government officials of both HK and Mainland;
  • Excellent risk management and problem-solving skills and ability to handle crisis or conflicts when issues arise;
  • Proven leadership and organisational ability with excellent strategic planning skills, strong political acumen, adept communication, and negotiation skills;
  • Strong command of written and spoken English and Cantonese.
