We are seeking an experienced Senior Cost Consultant to oversee financial and contractual aspects of a large-scale public infrastructure development.

This program involves complex civil, structural, and MEP works across multiple interconnected sites, including station upgrades, tunnel interface works, system integration, and critical asset renewal. 

The project aims to enhance network capacity, safety, and operational resilience within one of Hong Kong’s busiest transportation corridors.

Responsibilities and Duties

  • Lead feasibility assessments, procurement strategies and the preparation of comprehensive contract documentation. 
  • Drive cost management activities, including detailed cost planning, estimating, forecasting, and valuation, ensuring alignment with project budgets and schedules. 
  • Manage contractor cost forecasts, payments, and financial claims using advanced accounting systems and digital data tools to ensure accurate cost tracking and reporting. 
  • Oversee procurement processes, contract administration, and the evaluation of variations, claims, and final accounts in line with NEC contract principles. 
  • Implement and maintain Earned Value Management (EVM) techniques to monitor project performance and control costs effectively. 
  • Develop and manage project controls in line with PMO frameworks, ensuring adherence to governance and quality standards. 
  • Utilize digital platforms and data analytics to optimize cost data management and reporting. 
  • Conduct and lead value engineering activities, focusing on cost efficiency and sustainability, with a strong emphasis on risk, value, and cost management. 
  • Promote best practices in project controls, mentoring team members, and fostering continuous improvement. 
  • Cultivate proactive relationships with stakeholders, contractors, and partners, supporting initiatives that prioritize environmental sustainability and carbon reduction.

Desired Skills and Experience

  • Proven experience in project management office PMO environments overseeing large-scale infrastructure projects. 
  • Extensive knowledge of NEC contract structures and their effective administration. 
  • Strong background in earned value management and project performance analysis. 
  • Demonstrated expertise in cost management, including cost forecasting, cost control, and financial reporting tools.
  • Experience managing contractors' cost forecasts, evaluating variations, claims, and final accounts, with a focus on cost-effective delivery. 
  • Proficiency with accounting systems and digital data management platforms for handling complex cost data.
  • Familiarity with Taher cost contracts and proven ability to manage and forecast contractor costs effectively. 
  • Excellent communication, negotiation, and stakeholder engagement skills, with the ability to resolve commercial and contractual challenges confidently. 
  • Commitment to service excellence, risk mitigation, and sustainable project delivery.

Qualifications/Educational Requirements

  • A degree in Quantity Surveying, Construction Management, Engineering, or a related discipline
