Project Details
The successful Senior Quantity Surveyor will join the commercial team delivering a major multi-year airport infrastructure programme in Toronto, Ontario.
The programme includes significant upgrades and modernisation of airport infrastructure, including airfield and associated infrastructure works, sustainability improvements, and modernisation of major terminal facilities.
The Senior Quantity Surveyor will work within a large integrated construction team delivering projects under a collaborative procurement and contracting environment.
This is an excellent opportunity for an experienced Senior Quantity Surveyor with NEC contract knowledge gained on major civil engineering, infrastructure, aviation, rail or other complex construction projects.
Responsibilities and Duties
The Senior Quantity Surveyor will support the commercial management of a major infrastructure sub-programme and will have responsibility for a range of quantity surveying, cost management and contract administration activities.
A particularly important element of this position will be the application of NEC contract experience within the Canadian construction market.
Senior Quantity Surveyor responsibilities will include:
• Supporting the preparation, development and agreement of Target Cost for the implementation stage of major infrastructure works.
• Providing commercial and quantity surveying support throughout procurement, construction and delivery.
• Managing commercial aspects of supply chain procurement packages.
• Assisting with the drafting, review and commercial negotiation of subcontract agreements.
• Managing subcontractors and supply chain commercial matters throughout the project lifecycle.
• Administering contracts and commercial processes, with particular emphasis on NEC forms of contract.
• Preparing and reviewing monthly commercial and cost performance reports, including Cost Value Reconciliation (CVR).
• Monitoring project costs, forecasts, commitments and commercial performance.
• Identifying and managing variations, compensation events and other project changes.
• Supporting commercial discussions and negotiations relating to change with the client and supply chain.
• Identifying commercial risks and opportunities and contributing to appropriate mitigation strategies.
• Reviewing project expenditure and identifying potentially disallowed or non-recoverable costs.
• Supporting accurate forecasting and reporting of project commercial performance.
• Working closely with project managers, planners, engineers, procurement specialists and other members of the project delivery team.
• Maintaining appropriate commercial records and contract documentation.
• Supporting junior commercial and quantity surveying staff where required.
Desired Skills and Experience
The successful Senior Quantity Surveyor will ideally have significant main contractor quantity surveying and commercial management experience on major construction or infrastructure projects.
Candidates with strong NEC contract experience are particularly sought after because of the increasing use of NEC contracts within the organisation's North American operations.
Desired experience includes:
• Strong practical experience using NEC forms of contract.
• Significant Senior Quantity Surveyor, Project Quantity Surveyor or commercial management experience with a main contractor.
• Experience working on major infrastructure or complex construction projects.
• Experience of contract administration, change management and commercial management under NEC contracts.
• Strong understanding of Target Cost contracting and collaborative forms of construction procurement.
• Experience of subcontract procurement, commercial negotiation and subcontract management.
• Strong cost reporting, forecasting and CVR experience.
• Experience identifying and managing commercial risk and opportunity.
• Good understanding of construction claims, contractual entitlement and change management.
• Strong commercial judgement and negotiation skills.
• Excellent communication and stakeholder management skills.
• Ability to work effectively with project delivery, engineering, planning, procurement and commercial teams.
• Highly organised approach with the ability to manage several commercial priorities simultaneously.
• Previous aviation or airport infrastructure experience would be advantageous but is not essential.
• Previous experience on major rail, highways, civil engineering or other complex infrastructure programmes will also be highly relevant.
International Candidates

Quantity Surveyors with major infrastructure experience gained in the UK, Europe, Australia, the Middle East or other international construction markets are encouraged to apply, particularly candidates who can demonstrate strong practical NEC contract experience.
Candidates with aviation or airport infrastructure experience are especially relevant, although suitable experience on major rail, highways, civil engineering or other complex infrastructure projects will also be considered.
Relocation support may be available to suitably qualified candidates. Candidates seeking relocation must demonstrate appropriate construction industry experience on projects of a relevant scale and complexity.
Qualifications/Educational Requirements
• A degree in Quantity Surveying, Commercial Management or another relevant construction discipline is preferred.
• Candidates with equivalent relevant professional experience may also be considered.
• Chartered status with a recognised professional body such as RICS, CIOB or an equivalent international professional organisation would be advantageous.
• Candidates working towards professional chartership will also be considered positively.
