Responsibilities and Duties

  • Tender documentation analysis and report production
  • Tender Risk Register compilation and pricing
  • Tender commercial strategy development
  • Liaising with specialist experts including Legal, Finance, Procurement & HR leads
  • Preparation for and attending client meetings
  • Commercial handover and transition attendance support to delivery teams
  • Supporting contract developments, output analysis, and reviews
  • Feedback to the Work winning team to inform future tender approach

Requirements:

  • A person able to work on their own initiative and be able to schedule workload to meet priorities; 
  • An experienced professional with extensive knowledge of highways management and operations;
  • Strong negotiation skills and experience of managing key suppliers;
  • Experienced in managing projects;
  • Is able to display knowledge of tender processes and possess the skills to handle complex contract negotiations;

 Training/experience 

  • Good knowledge of various forms of term contract i.e. NEC, JCT, ICE
  • Commercial and legal contract review and negotiation
  • Strategy development, tender approval and implementation
  • Sub-contract negotiation and supply chain management
  • Pricing review and modelling
  • Risk and project management experience 
  • Good knowledge of the highways maintenance sector is preferable but not essential

 Skills

  • A full driving licence is strongly preferred
  • PC literate with knowledge of MS applications and excellent Excel capabilities
  • Able to communicate and present confidently, clearly and expressively
  • Good writing skills
  • Good organisational skills
  • Confident and capable of influencing within cross-functional teams

Qualifications/Educational Requirements

  • Educated to degree standard or equivalent;
  • Professional membership of a relevant organisation would be desirable;
