The CIC is looking for a highly talented individual to fill the position of Senior Manager Estates Office.

Project Details

The CIC is a critical government institution and coordinating body established in 2007 to improve the quality and competitiveness of the construction industry and promote good practices. The CIC acts as a communications platform / channel and is empowered to formulate codes of conduct, share knowledge, reflect the industry’s needs, improve labour relations, promote health & safety and sustainable construction and elevate the standards and skills of the industry via funding research and organising vocational training.

Responsibilities and Duties

•You will assist the Executive Director to manage the Estates Office and to oversee the operations of the Project Management Office with a view to provide safe, quality and client- focused estate management services to the CIC.
•You will formulate and review strategies in planning and implementing cost-effective office administration, repair and maintenance and capital works programs for CIC’s properties
•You will be the principal focal point for managing and maintaining CIC’s properties, including schools, training centres and HQ’s and project managing planned assets including the Tai Po Campus Training Centre.
•You will lead and manage teams of administration, professional and technical staff in fulfilling the professional servicing obligations of the Estates Office and arrange their continuous professional development;
•You will advocate and cultivate a customer-oriented culture amongst staff at all levels to provide client-focused services in administration, repair and maintenance and capital project management to the CIC;
•You will set strategic departmental objectives and goals, arrange efficient deployment of resources to meet these goals and support the CIC in implementing its strategic plans;
•PMO and EO management:
 oDevelop and implement project procurement strategies including consultants, contractors and the supply chain.
 oLead and review the project design development, schedule and relevant authority approvals
 oMonitoring project progress and performance
 oEnsure HSE & QA standards are strictly adhered to
 oTechnical advice and solutions to programming, design, construction & sequencing issues.
 oManage the co-ordination and relationships of internal & external stakeholders.
 oMonitor and report project progress
 oManaging project scope, change control & budget,
 oResource management
•And carry out any other duties as assigned from time to time by the Executive Director

Applicants who do not possess the required qualifications and / or experience may be considered for other positions within the organisation

Desired Skills and Experience

Relevant professional qualification, such as MHKIA, MHKIS, MRICS, MHKIE, etc.; and a good knowledge of relevant statutory regulations;
•Minimum of 12 years’ post-qualification relevant managerial experience in building maintenance, project management and contract management;
•Extensive experience in managing and formulating policies and strategies as well as implementing changes with significant impacts;
•Proven leadership experience in developing and managing a multi-disciplinary team of professionals and technical staff in collaboration with internal clients, consultants, contractors and other stakeholders;
•Demonstrated ability to undertake the project and contract management role for alteration and improvement works and building maintenance works;
•Highly defined communication skills for working with both internal and external stakeholders; and
•Analytical mind with strong planning and organising abilities as well as people management and problem solving skills.

Qualifications/Educational Requirements

Recognised degree in architecture, building surveying, building construction, engineering or related disciplines.
