Project Details

A Senior Project Manager is needed to take responsibility for the delivery of the sub-structure element of a massive resort expansion development in Singapore.

The project is now underway and as of March 2020 this is a live urgent construction job vacancy requiring urgent applications from suitably experienced building Project Managers and Senior Project Managers.

Responsibilities and Duties

The Senior Project Manager will have responsibility to deliver a major sub-structure package element of a major resort expansion development in Singapore.

They will need to Project Manager works within the approved cost plan and construction schedule and to ensure that the quality of the final product meets the brand standards and specifications of the major international resort developer and owner. This will be achieved by:

1. Senior Project Manager to have responsibility for the overall construction schedule;

  • Senior Project Manager to coordinate with the design coordination manager to ensure the timely production/review and approval of contractor design, shop drawing and material submittals;
  • Interface with the commercial / Quantity Surveying team to ensure the necessary controls for design submittals and program are included in the contract documents;
  • Implement the contract controls to ensure the necessary oversight is carried out; and
  • Managing the progress of the contractor to ensure that the project is delivered within the approved construction schedule.

2. Having responsibility of the overall construction quality;

  • Develop and implement a construction quality assurance plan to ensure the project’s quality meets or exceeds the company's quality expectations; and
  • Ensure that the contractor delivers to the quality as set out in the quality assurance plan and in accordance with the requirements of the contract; and

3. Having responsibility for the overall management of the contractor;

  • Coordinating with the design coordination manager and the commercial team to manage owner variations and contractor claims;
  • Ensuring compliance with the contract documents;
  • Managing the design team to ensure all design coordination and requests for information from the contractor is serviced in a timely manner and within the contract requirements;
  • Interfacing with the authorities and the design team to ensure all statutory approvals are being met in the construction;
  • Coordination of the design team and consultants to manage the construction quality assurance plan including the identification and timely close-out of defects;
  • Ensuring the contractor is compliant with their WH&S Plan and delivering the works in a safe work environment; and
  • Ensuring that the company is meeting its moral and statutory obligations as it relates to health, safety and the environment.

Specific Senior Project Manager Tasks:

1. Program and Financial Management

  • Develop and prepare the necessary tools to measure contractor production and performance against the contract documents;
  • Prepare a risk assessment to identify key activities in order to identify the critical path and movement within the critical path throughout construction;
  • Anticipate future program and cost risks, and develop measures to pro-actively mitigate them;
  • Ensure the necessary project controls are implemented in including key milestone dates and reporting;
  • Coordinate with the commercial team the implementation and management of the necessary change management tools and monthly progress claim applications;
  • Report to management weekly/monthly on cost and construction progress.

2. Contractor Management

  • Implement the reporting tools for the contractor to report on progress;
  • Participate in monthly “Progress Control Group” in which contractor reports to the client on progress, quality, safety, compliance and commercial issues;
  • Responsible for carrying out a final review of the shop drawing and material submittals before final issue to the contractor;
  • Notifying the commercial director and design coordination manager of any material changes to the shop drawing and material submittals that may change the contract scope or time;
  • Manage contractor works submittals including Work Methodology Statements (WMS), Inspection & Test Plans (ITP) Safe Work Plans (SWP), and Works Activity Schedule (WAS);
  • Where required, interfacing with MEP on the testing and commissioning of the plant and equipment;
  • Where required, coordination of the documentation of the retail tenant criteria and retail tenant fit out with the development team;
  • Manage the progressive sign-off of the relevant authorities for both temporary and final occupancy;
  • Develop and Implement a quality assurance plan to ensure timely identification and rectification of contractor defects;
  • Implement the emergency response and incident management plan for any unknown events;

3. Operator Interface

Where required;

  • Ensure communication with the operator as to progress of construction;
  • Coordinate and manage the staging process for handover to the operator or tenant;
  • Coordinate the purchasing department for the procurement, delivery and the installation of the FF&E;
  • Coordinated with the operator the installing of the FF&E;
  • Develop with the operator a staging plan for handover;
  • Develop the tools to manage the final sign-off and handover with the operator;

4. Construction Team

  • Responsible for the management of the area construction team and consultants for the designated area of works;
  • Monthly financial and program reporting/presentation to management;
  • Coordinate and manage the activities of the area construction team with the design, commercial and MEP team;
  • Management of the area construction team and consultants as it relates to:
  • Overall project health, safety and environmental issues including reporting as it relates to the construction of the project;
  • Contractor program, means and methods;
  • Contractor design and works submittal process;
  • Cost and change control;
  • Authority approval and sign-off of TOP and PTO;
  • Quality control;
  • Where required, coordination, approval and handover to the operator, tenant or follow-on contractor; and
  • Management of the quality assurance plan in order to assure contractor compliance with the contract, (including timely handover of completion documentation such as as-built records, O&M records, certifications, etc.) by the contractor, and to achieve final completion.
  • Managing the Defects Liability Period in order to assure contractor compliance with the contract and final completion.

 

Desired Skills and Experience

  • Suitable Senior Project Manager candidates are likely to have a minimum of 15 years working experience as a Project Manager or Senior Project Manager
  • Experience in building or infrastructure either with a developer, owner/operator or a contractor and preferably (but not necessarily) with a track record of working in Singapore with relevant authorities.
  • Strong communication skills, as well as the ability to visualize issues and communicate them to others.
  • Outstanding organization, coordination and leadership skills – ability to coordinate and motivate groups of Consultants / Contractors.
  • Ability to work collaboratively and pro-actively in a team environment.

 

Qualifications/Educational Requirements

  • Construction Degree in a Construction, Building, Project Management, Engineering or Architecture related field.
  • Qualification or Membership of a major Industry Professional body is desirable
